Hey.. are you sure you are looking for temperature range of 62-66 deg F!!!! the reason i am asking is that the normal comfort conditions for human occupation is 72 deg F.
Fresh air you have mentioned two options ie normal... but then what is the application to arrive at the normal !!!!!!! and second option you have given 10000cfm ( approx 3 airchanges/hr).
My suggestion would be give your reqirements to AHU manufacturer to select the load and suggest the equipment.
By thumb rule the load would be approx between 115 TR- 135 TR when the conditions inside is 72 deg F.
